東京大学総合文化研究科「人間の安全保障プログラム」付准教授。英エセックス大学より、もと国連人権小委員会委員のFrançoise Hampson教授の指導の下、法学博士号取得。

国際人権法、国連平和活動（特に治安部門）の専門家。主な研究テーマは、国連の内部機構、国連警察、法の統治、アカウンタビリティ、移行期の正義、国際人権法。
ネパール、東チモール、スリランカ、インドネシア、ボスニア・ヘルツェゴビナ、スイス、イギリス、日本など、紛争国を含む各国で勤務。
2016年には国連警察指針政策委員を務める。
2006年から2010年には、国連人権高等弁務官事務所、ネパール事務所 にて勤務し、同事務所では世界初のプロジェクト運営に携わる。移行期の正義プロジェクト のプロジェクトマネージャーを勤め、人権・人道法侵害のマッピング（全体像の記録）を行う。また、治安部門の責任者、研修責任者を勤め、治安部門改革、特に警察・軍隊の教育改革、移行期の正義関連のイニシアチブ、研修企画・実行責任者として様々な試みを実行した。
2006年には、武装警察の人権ハンドブック を武装警察の担当部門と共に執筆し、武装警察の義務教育の一環として取りこむことに成功した。
それ以前の職歴は、国連人権高等弁務官事務所本部にて特別報告間制度の部門 で特別報告者補佐（人権担当官）、東チモール諮問委員会 のディレクター補佐、国連難民高等弁務官事務所（UNHCR）のスリランカ事務所 にて難民・避難民のプロテクション担当官、東チモール真実和解委員会 にて広報・アウトリーチ担当官、国連東チモール暫定政府（UNTAET） にて人権委員、国連東チモール支援ミッション（UNAMET）にて選挙管理委員、欧州安全協力機構（OSCE）ボスニア・ヘルツェゴビナ事務所にて選挙管理委員、英エセックス大学人権センター にてリサーチオフィサー、と、様々な機関での勤務経験を持つ。

2017年1月より現職。
